Accelerate the pace of energy conservation and emission reduction
Recently, the Shandong Provincial Development and Reform Commission issued a notice on matters related to the ultra-low emission differential electricity price policy for iron and steel enterprises. If it is transformed, all the electricity purchased online (market-oriented transaction electricity, electricity purchased by power grid companies) will implement the electricity price increase policy. If all ultra-low emission transformations are completed, there will be no price increase for electricity. The notice will be implemented from July 1, 2022 and will be valid until December 31, 2026.

The "14th Five-Year Plan for High-Quality Development of Manufacturing Industry in Hebei Province" issued by the Department of Industry and Information Technology of Hebei Province clearly stated that it is necessary to strengthen key common technology research, encourage iron and steel enterprises to adopt new technologies and upgrades, and continuously improve the green production process. Level.
The "2022 Action Plan for the Transformation and Improvement of Iron and Steel Enterprises in Shanxi Province" issued by the Shanxi Provincial Department of Industry and Information Technology pointed out that in 2022, 24 iron and steel enterprises in the province will be provided with enterprise services, focusing on promoting 67 production capacity replacement, energy-saving transformation, ultra-low emission and other projects, with a total investment of 76.14 billion yuan, and an investment of 25.8 billion yuan is expected to be completed in 2022.
Previously, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment jointly issued the "Guiding Opinions on Promoting the High-Quality Development of the Iron and Steel Industry", clearly based on ensuring that the carbon peaking goal is achieved by 2030, and promoting the system of source governance, process control and end governance as a whole. Energy saving, pollution reduction and carbon reduction work, on the basis of strictly controlling the total amount, highlight the leading role of scientific and technological innovation in the green and low-carbon development of the industry. Comprehensively promote ultra-low emission transformation, promote the utilization of unconventional water resources, improve the differential electricity price policy, guide the green and low-carbon development of the industry, and strive to complete ultra-low emission transformation of more than 80% of steel production capacity by 2025, and reduce water consumption intensity by more than 10% .
The effect of energy saving and emission reduction is prominent
According to data from China Iron and Steel Association, as of the end of April 2022, 40 iron and steel enterprises have completed ultra-low emission transformation and evaluation monitoring. Among them, 26 companies have completed the low-emission transformation of the whole process, involving a crude steel production capacity of about 150 million tons; 14 companies have completed the announcement of the ultra-low emission transformation of some processes, involving a crude steel production capacity of about 94 million tons.
From the perspective of energy saving and emission reduction effect, Huang Dao, deputy secretary general of China Iron and Steel Association, believes that in the first quarter of 2022, the total energy consumption of iron and steel enterprises of members of the Iron and Steel Association will decrease by 9.01% year-on-year, the total amount of wastewater discharged will decrease by 17.38% year-on-year, and the chemical oxygen demand will decrease year-on-year. A decrease of 18.07%, and sulfur dioxide emissions decreased by 24.03% year-on-year. The emission intensity of relevant air and water main pollutants per ton of steel is declining, which is related to the continuous increase of ultra-low emission transformation and water pollution control measures in the iron and steel industry.
The China Iron and Steel Association pointed out that the promotion of ultra-low emissions in the iron and steel industry is an important measure to promote the high-quality development of the iron and steel industry. After the implementation of ultra-low emissions in the thermal power industry, the steel industry is the largest source of industrial emissions. China is the largest steel producer and consumer in the world. The steel industry has laid a solid foundation for the low-carbon transformation of the steel industry through energy conservation, consumption reduction, and ultra-low emissions. By the end of the "14th Five-Year Plan", 80% of the steel production capacity will reach ultra-low emissions.
